migrants, people coming from the rural areas to take jobs. Unlike other countries who have a history in coal mining like the US or Britain, these workers do not have a mining background and therefore have no mining culture or community in their lives. Without this support, this can prove isolating for the workers and difficult esspecially in terms of awareness on health and safety issues in the industry. The Chinese government in general has a problem ensuring that mines adhere to the regulations that they have set out.
